ACEC/CT Executive Director Paul Brady testified yesterday against two bills before the General Assembly's Government Administration and Elections Committee.
HB 5373 would allow state agencies, municipalities and school boards to use reverse auctions to procure all services. (They are already allowed to use this method for procuring goods.) We oppose this bill because it conflicts with the Qualifications-Based Selection methodology for selecting the most qualified design professional and then negotiating a scope of work and a fair fee. Also testifying against the bill were CCIA and the Connecticut Bar Association.
HB 6690 would require Professional Engineers who represent clients before municipal land use boards or municipal employees to register with the state as lobbyists. We suggested that PEs be exempt because they are already licensed by the state.
